The Assistance Publique-Hôpitaux de Paris (AP-HP) and Paris School of Economics (PSE) have created mid-2014. “Hospinnomics - hospital, innovation, economics” Research Chair. This research chair aims at getting together economists for them to have an impact on decision-making, and aims at developing evaluation and experimental methods to maximize the available resources in the service of patients.

“Hospinnomics - hospital, innovation, economics” is born under the will and meeting of two personalities:

  • Martin Hirsch, Director of the AP-HP, who wanted to launch an academic structure in health economics, in order to document decisions taken in terms of organisation and investments, as they condition efficiency, equity and costs of access of patients cared for by AP-HP.
  • Pierre-Yves Geoffard, Director of the PSE, who wanted to keep on opening economics research to other fields and bringing it closer to decision-makers and general audience. With the creation of Hospinnomics, the AP-HP and PSE have set themselves a double objective: to orient academic research in health economics towards more pragmatism (“Policy-oriented research”) and to allow health actors to base their decisions on scientific evaluations (“Evidence-based policy”). A feasibility study has made it possible to specify the conditions necessary to achieve this double objective.

The four main missions of “Hospinnomics” are:

  • Decision-making
  • Education
  • Broad dissemination

A dual objective is targeted by AP-HP and PSE: on one hand, to develop academic research that will have an impact on decision-making, and on the other hand to contribute towards more evidence-based decisions in the health sector. The experience shows that this ambition is relevant, but hard to reach. Early 2014, a large benchmark study has been conducted and helped to frame the constraints and key success factors.

Steering Committee

The chair has a scientific council composed of seven economists, professors in foreign universities; it is chaired by Pierre Corvol, professor at the Collège de France.

Funding and partnerships

Resources are mobilized by the AP-HP and PSE, and the development of the structure is also supported by funding from other academic and institutional actors.
“Hospinnomics” interacts with French and international actors in health economics, such as the Dauphine Health Chair and Imperial College, in relation to other disciplines present in this field (epidemiology, medicine, public health, data science, social sciences, etc.).

Assistance Publique - Hôpitaux de Paris (AP-HP, Greater Paris University Hospitals) is a network of 39 academic hospitals in and around Paris. Every year, 8.3 million patients are cared for in its clinics, emergency rooms, elective and urgent admissions and home care. It provides public health care service for all, 24/7, which is a duty accomplished with pride. It is the largest employer in Ile de France with a workforce of 100 000 physicians, nurses and allied healthcare professionals, administration, support and logistics personnel.
