An abstract of the conference “Entente et corruption dans les marchés publics” in Annaba (Algeria)

Monday, March 7^th, Ariane Lambert-Mogiliansky, associate member to PSE and scientific head of the research partnership ETA ( Economics of Tranceparency and accountability) , presented at the “’Ecole Préparatoire des Sciences Economiques, Commerciales et de Gestion” ( EPSECG) in Annaba ( Algeria), a conference on the theme “The agreement and the corruption in the public markets”.
This conference was organized as a part of the program of fight against corruption in Algeria, set up by the National Organ of Prevention and Fight against corruption, the Algerian Scientific Ministry of Higher Education and Research and supported by the financing program of the European Union.
Facing a wide public of students and professionals of the domain, with the presence of the general consul of France and the director of the French Institute of Annaba, Mrs Lambert-Mogiliansky’s intervention articulated around a modelling of analysis applied to the problem of the corruption in the public markets.

She specified that “there are strong strategic complementarities between, on one side the agreements of cartel, of which the objective is to contain the competition, and on the other one, the agreements of corruption of which the objective is to extract pensions of a position of power ”, she also showed that “an increasing quantity of proofs in the world shows that the anticompetitive agreements and the corruption go hand in hand on public markets, in developing countries just like in the developed ones”.
In addition to her participation to this conference, Mrs Lambert-Mogiliansky has for mission to developp taching tools around “the phenomenon of the corruption” as a teaching and scientific research subject. The objective of the National Organ of Prevention and of Fight of the Corruption is that these programs are integrated in all teaching programs in the universities of Algeria.
