Olympic Games hold significant social, cultural, financial and political value, and they, like other mega-events, continue to encounter opposition, criticism, and scrutiny, especially regarding their substantial economic costs and the challenges in delivering promised or exaggerated ’legacies’ during the bidding process. The necessity for the Olympic Games to embody sustainability is explicitly outlined in agreements between host cities and the International Olympic Committee (IOC). Yet, impact assessment and project appraisal based on diverse methodological perspectives such as cost-benefit analysis and economic impact analysis, aim to aid decision-makers in determining its public interest.

As the host of the 2024 Olympic Games, Paris is dedicated to orchestrating an environmentally, economically, and socially sustainable event. The aim is not only to use the Olympics as a catalyst for advancing the city’s green revolution but also to address the associated costs. The initial 2017 evaluation projected an “overall impact” ranging from 5.3 billion to 10.7 billion euros, with tourism-related benefits alone accounting for 1.43 billion to 3.52 billion euros. Despite subsequent efforts through studies and official reports to reassess the impact, scepticism lingers regarding the attainment of sustainability goals for the 2024 Olympic Games.

* The Master of Science Sustainable Impact Analysis is a joint program between PSE and the École des Ponts ParisTech that trains students in a broad spectrum of impact assessment methodologies focused on infrastructure projects and investment decision. The program equips students with the skills needed to evaluate economic, environmental, and social impacts, ensuring a comprehensive understanding of project implications.
