The 2023 World development report (WDR) combines insights from labor economics and international law to present a holistic perspective on migration – one that recognizes the humanity of migrants and the complexity of the societies of origin and destination. The report proposes a framework to best manage the economic, societal and human impacts of migration.
Çağlar Özden is lead economist at the World Bank. He holds a PhD (1998) in economics from Stanford University. He is a member of the Institute of labor economics (IZA), the Centre for research and analysis of migration (CreAM) and the Economic research forum (ERF). His research focuses on the link between globalisation of product and labour markets, government policies and economic development. He has edited three books and published numerous articles in leading academic journals such as the American Economic Review, the Economic Journal or the Journal of Development Economics. His current research projects focus on the determinants and patterns of global labour mobility, the impact of migrants on destination labour market outcomes, the links between migration, trade and foreign direct investment flows, medical brain drain, and the links between ageing and global economic integration.

It will conduct rigorous work based on historical and contemporary data to better understand the motivations and implications of international migration for the global economy as well as for receiving and sending countries.
