Three Essays on Public Policy of Cultural Industries
Thesis: This dissertation is comprised of three essays and an an introductory chapter that deals with the use of the tools of industrial organization in the field of cultural industries. The first essay, in French, is an assessment of the fixed book price policy with a focus on the French case and international comparisons. It finds that the emphasis put on the FPB is probably not warranted. In France, the FBP has however pushed the book retail sector into a structure and a specialization that is at odds with what valuable services a bookshop can provide in the time of Amazon an e-books. We therefore put forward some ideas on how to modify the FBP system in order to give bookshop a better chance. The second essay, in English, is an industrial organization model of the book retail market. It focuses on the dual nature of that market, with a few blockbusters readily and cheaply available and a large mass of more obscure titles that can be obtained only through a bookshop. I show that uncertainty over the destiny on a given title (i.e. whether it will be a blockbuster or not) is crucial for the bookshop to capture a non-trivial share of the demande. The third essay, also in English, deals with quotas of domestic contents in broadcasting. Using a simple framework of competition in broadcasting, I show that such quotas may have the unwanted effect of reducing the diversity of programming, both for foreign and domestic contents. I thus underline a possible trade-off between fostering domestic production and fostering a diverse production.
