Your application
Applications for the Master Public Policy and Development are open to holders of a Bachelor’s degree in economics, mathematics or social sciences.
Applications can only be made on the PSE Application platform from February 11 to March 13, 2025.
Applications must be submitted in English or French. An official transcript is required for all other languages.

Some candidates may be admitted directly to M2. During their previous studies, they must have acquired knowledge equivalent to that taught in M1 PPD (microeconomics, macroeconomics, econometrics, public policy evaluation). This request must be specified in the application form.
Selection process
All applications are evaluated by our admission jury. The selection is made on the basis of your application file only – we will not organize interviews. The admission jury of PPD is independent from the jurys of the other master programs in PSE. Students can apply for more than one program, and some students may be admitted in more than one program.
Admission to the PPD program is conditional on obtaining the diploma that prepares you for a PSE master program. For us to be able to consider your application, it is important that you provide all the required documents and that you meet all admission requirements.
Tuition fees
University fees are annual and set by the Ministry of Higher Education and Research in France.
Since the start of the 2019 academic year, the French government has announced an increase in registration fees up to €3,879 for Master’s students from outside the European Union who are entering a new cycle of studies. However, for the 2024-2025 academic year, our partner institutions have granted all students, regardless of their country of origin, to pay the same amount of €250 per year, plus around €100 in student life and campus contributions (CVEC), which students must pay to the CROUS.
Our partner institutions are willing to do the same again in 2025-26. We will update the website as soon as we get a confirmation (usually around March-April 2025).
Excellence scholarship
A very limited number of excellence scholarships will be awarded by PSE to exceptional candidates entering the first year of the Master PPD. These scholarships aim to provide better study conditions at PSE for highly promising students. The scholarships amount to 12,000 euros for the first year (1,200 euros per month from September to June). They can be extended by an additional 12,000 euros if the student continues into the second year of the Master’s at PSE, provided their GPA in the first year is equal to or greater than the average GPA of the cohort. When applying for the master, candidates must submit a specific application, which includes a CV and a cover letter.
Similarly, with the same objective, some excellence scholarships will also be awarded by PSE to highly promising students entering directly into the second year of the Master PPD. These scholarships are also 12,000 euros for the second year (1,200 euros per month from September to June). Studying at PSE while joining the École Normale Supérieure-PSL with a scholarship
The ENS Economics Department selects students during their L3 year via the Concours Normalien Etudiant. Successful students follow a 3-year course at the ENS, leading to the ENS diploma. The first year, known as M0, forms a transition between the bachelor’s degree and the master’s degree. Students are assigned a tutor, take introductory courses in other departments, complete their economics training within the department if necessary, and undertake internships or stays abroad if they wish. The following two years are devoted to the Master’s degree (APE or PPD), supplemented by courses at the ENS as well as by open experiences. At the end of their studies, students can apply for doctoral contracts specific to Normaliens.
Although the admission criteria are very similar, the Concours Normalien Etudiant is independent of the Paris School of Economics masters admission process. However, students simultaneously admitted to the ENS and to a master’s degree can defer their entry to the master’s program by one year to complete their M0. For international students, another route to the ENS is the Sélection Internationale, which enables them to study at the ENS on a 3-year scholarship.
